For many years Local 996, International Longshoremen's Association joined with the Nonoperating Railway Labor Organizations in negotiations and their agreement followed the national pattern. In 1956 and 1957, U.S. Emergency Board No. 116 heard a dispute between carriers represented by the Eastern, Western, and Southeastern Carriers' Conference Committees and employees represented by the Brotherhood of Railroad Trainmen.
